85 Prospect Road, Prospect (formerly Foodland site)

Current status

Council has received an application from Techne Build for a permit to occupy the road reserve on Kintore Avenue during the construction at the former Foodland site at 85 Prospect Road, with site works scheduled between January 2024 - April 2025.

The proposed changes, found on the below table, are to ensure safe access for a 19m truck to make deliveries of materials and plant to site when required, with entry and exit via Kintore Avenue as Labrina Avenue is not wide enough to facilitate this type of vehicle. Please note the unloading and turning of the truck will be done on site.

19m Turn Paths on Kintore Avenue
Removal is proposed to prevent damage to the islands during construction as tracking movements for a 19m truck conflicts with the existing infrastructure.

Reinstatement upon completion of works will be required.

Consultation is currently being undertaken with DIT regarding alternate treatments and signage for the No Right Turn restriction from Prospect Road. This is proposed to remain. Site access will be via left turn movements in and out of Kintore Avenue for 19m trucks only.
Introduction of No Stopping At All Times control directly opposite the site entry point.For duration of the projectLocal Plan - No StoppingTree protection will also be required by Council to protect and delineate the adjacent Jacaranda Tree.

The proposed No Stopping restriction is to accommodate truck turning circles, road egress and for safety, and is to be removed upon completion of work.

During continuous delivery for steel, a road closure would be implemented on Kintore Avenue for a maximum four-hour period at a time between the Prospect Road intersection and site entry. For safety reasons on-street parking would not be available during this time. Truck movements would be managed to ensure singular flow. Residents and businesses on Kintore Avenue will be advised via the Site Management prior to each implementation, and any required site access needs and how these could be safely facilitated to be discussed with those within the closure area.

Detours will be provided for other traffic via Labrina Avenue, Old Street, New Street and Flora Terrace.

Other deliveries, i.e. precast, reinforcement and roof sheets, are sporadic, and to limit disruption traffic control would be implemented upon receipt of communication that the delivery is arriving for the truck entry, and again for the unloaded truck's exit. This would result in maximum delays of up to 10 minutes, but would keep on-street parking available, albeit with the possibility of a delay in exiting. Residents and businesses on Kintore Avenue will be advised via the Site Management prior to each implementation occurring. Property access within the closure access will be facilitated as safe, and advisory signage for the car-parking required.
Erection of a Type B Hoarding adjacent the site over the footpath on Prospect RoadApproximately 7 months during constructionLocation Plan - Type B HoardingType B hoardings provide a cover over the footpath to protect pedestrians from the adjacent work site, and the footpath remains open for pedestrian, except for a limited period during erection and removal, which Council will request be undertaken outside of business hours wherever possible to minimise disruption.

This hoarding will be located in a manner that keeps the signalised pedestrian crossing open and traffic signals visible.

We invite your feedback

Under Section 221 and 222 of the Local Government Act 1999, where a permit application is received that would result in any part of road being fenced, enclosed or portioned so as to impede the passage of traffic or make change to a material degree, Council must invite community comment on the application. Community Feedback is then taken into consideration in the determination of the application to grant an authorisation or permit.

Site Construction Management

Council have been working pro-actively with the Development Project Team to minimise the impact on the community throughout the various states of the site's construction, to the extent this is possible via a Construction Traffic Management Plan for the site. This specifically relates to the extent of their occupation on the road reserve, management of broader network access and egress, as well as management of parking demands from the site workers and existing community during the build.

Some important content to note:

  • Site hours proposed comply with EPA Guidelines, which are Mon-Fri 7am-7pm and Sat 7am-5pm.  Works using heavy machinery causing vibration will be attempted to be limited between 7am-5pm
  • All trucks 12.m and under will enter the site from Labrina Avenue and exit site via Kintore Avenue.
  • All deliveries and loading are proposed to be undertaken onsite.
  • Onsite carparking capacity for trades is 20 carparks throughout the full construction works in State 1. Inductions will include messaging about parking and site management will ensure all onsite carparking is fully utilised. Any overflow carparking will be directed to unrestricted on street parking on Kintore Avenue.
  • During Stage 2 construction works for the carpark, the onsite carpark will be unavailable for approximately 8 weeks.  Parking demand in this period is predicted to be up to 10 trade vehicles.
