The Broadview Oval / Yarnta Tutu yarta Tennis Precinct Upgrade project is a part of the wider Broadview Oval / Yarnta Tutu yarta Master Plan, which was endorsed by Council in 2021.
Council has committed $900k to undertake an upgrade of the Broadview Oval / Yarnta Tutu yarta Tennis Precinct. Funding of this project is subject to receiving a matching grant to be able to proceed.
Council have committed to completing the design for the project in 2023.
Any construction works will be reliant on Council receiving a matching grant.
The Broadview Oval/Yarnta Tutu Yarta Master Plan endorsed the following changes to be made:
- One clubroom (lease)
- Court alignment changed
- Shelters and E/W walkway area between courts
- N/S Walkway moved west
- Croquet club used for additional 4 courts
- Tree removals
- Impacts to parking
The current scope of works is located in the area currently being managed under licence by the Broadview Tennis Club. These works deliver a reconstruction of 4 tennis courts and provide 2 new courts inclusive of all pavements, fencing, drainage, ancillary items and lighting required.
Further spectator experience improvement will be considered subject to funding being available that can be integrated into any future clubroom upgrade.
City of Prospect will conduct an expression of interest (EOI) process before the consideration of any new tenure (lease or license).
An EOI has been triggered by the expiration of the current leasing/licence arrangements and it is a required by the City of Prospect that an EOI process be undertaken before the consideration of any new tenure (lease or license) and/or building project in the precinct that effects the long-term use of the Oval.
We anticipate that the EOI process will open 15 May and closes 5pm 9 June 2023.
The space that the Lions Club of Prospect Blair Athol use has been identified for removal as a part of the Broadview Oval / Yarnta Tutu yarta Tennis Precinct Upgrade project, which was endorsed as a part of the wider Broadview Oval Master Plan.
We are currently in preliminary discussions with the Lions Club of Prospect Blair Athol and are committed to their continuing occupation within the Precinct.
There are six mature trees within the upgrade site including:
- 4 Ash Trees (exempt from regs);
- 1 White Cedar (protected)
- 1 Eucalypt Tree (protected).
Parking layout and design will be considered as a part of any new building design.
The croquet club has been unoccupied since 2015. The Broadview Oval Master Plan shows new tennis courts in the location and will be considered as a part of the new building design process.

Period of the License
A License is likely to be offered for an initial five years with the option of two renewals each for an additional five-year period, a total of fifteen years. The final period of the licence will be subject to negotiation with the successful parties. This licence negotiation will include negotiating a licence fee for occupation.
Subject to Council’s rights and to the Licensee complying with the Licensee’s obligations under the proposed Licence, the Licensee may occupy the Licensed Area during the times of use during the term of the license without interference from the Council.

Background
Broadview Tennis Club and Collingrove Tennis Club have licences over parts of the precinct, including respective courts and clubrooms. These licences expired several years ago, and the clubs are currently operating on a month-to-month rollover basis.
Council has committed $900k in its budget to upgrade the Broadview Oval / Yarnta Tutu yarta Tennis Precinct, subject to a matching grant being attained (for a total of $1.8m). This upgrade will broadly align with the previously endorsed Master Plan for the Broadview Oval sporting precinct, please see Annexure B for more details of this master plan.
This generational upgrade to the Broadview Oval / Yarnta Tutu yarta Tennis Precinct will include works to design future clubroom facilities, and ensure Council is ready for future grant funding opportunities. The upgrade will also include a potential expansion in the number of courts, as well as new surfaces, fencing, lighting and other infrastructure.
At the March 2023 Council meeting, the criteria for this Expression of Interest were discussed and endorsed by Council.
Information received from interested Clubs and allied professional coaching services will be assessed by a Council appointed Evaluation Panel according to the criteria, any additional information will be requested as required, with recommendations provide to Council for their decision.

A Council Workshop to discuss the preferred Licensee recommendations will be scheduled for later in 2023 and the Council Meeting to decide the preferred Licence(s) (which will then go to broad community consultation) will follow this workshop.
