Payinthi (128 Prospect Road, Prospect), including Council offices, Prospect Library and Newmarch Gallery, will close on Thursday 25 April 2024 for the ANZAC Day Public Holiday.

Calls made to Council on 8269 5355 will be transferred to our after-hours service centre, but our online services will still be available, and items (excluding large toys) can be returned in our after-hours return chute on Prospect Road.

All Council services will resume on Friday 26 April 2024.

The Harrington

Current status

As of 20 September 2023, the following traffic changes will be taking place:

  • No left or right turn from Pulsford Road onto Prospect Road will be facilitated.
  • Entry only to Pulsford Road from Prospect Road.
  • Detours for access to Prospect Road will be implemented on Main North Road via Willcox Avenue and Gloucester Street
  • Secondary local traffic detours will be implemented on Old Street and Kintore Avenue, and Darmody and Milner Streets
  • Entry only to Pulsford Road from Prospect Road.
  • Local, local businesses and residential access will still be facilitated.
  • Footpath diversions will be put in place based upon public feedback relating to visibility and crossing concerns.

Public consultation was undertaken on this proposal in May 2023 and changes have been made where possible based upon public feedback.

Please take care in this area while road users get used to the new layout.

Next steps

Council is currently working through comments regarding Stages 2 and 3.

Council will progress with some ancillary works as per this plan to improve traffic flow and parking on Pulsford Road. The chicane closest to Prospect Road has been temporarily removed to improve traffic flow, access and parking. Pram ramp locations are to be reviewed upon completion of these works.

There may be a level of disruption and traffic management required during chicane removal and bitumen work, and this will be limited wherever possible. Localised shoulder occupation will be required for the indented parking space works indicated. These works are proposed to be finished on 27 May 2023.

Project background

Positioned on the corner of Prospect and Pulsford Roads, The Harrington is the latest apartment development to take place in our City, which will attract new residents, commercial investment and jobs into Prospect.

Following community consultation, we have undertaken a review of comments received and has requested the changes below for Stage 1:

  • Shortened the area of proposed occupation to enable carparking to be retained.
  • Shorted the proposed 2P to reflect higher retainment of carparking.
  • 2P to be applied Monday-Friday 9am-4pm from Monday 29 May 2023.
  • Revised TMP to make it clear that traffic conditions on Labrina Avenue are to remain as existing.
  • The secondary detour will be via Old Street and Labrina Avenue.

A permit has been issued for Stage 1 with these changes. See revised Stage 1 TMP.

Thanks to the 13 people who submitted their feedback.

We are working proactively with both the building developer, Marshall & Brougham, and the DIT, to minimise the impact on the community throughout various stages of the apartment’s construction.

The project will take place from May 2023 through to September 2024, which will see various stages of construction.

Impacts

As per Stage 2, a loss of on-street parking on both the northern and southern side of Pulsford Road will remain, as will the footpath detour as per Stage 1.

One directional traffic flow for east bound traffic and associated detour on Old St will remain in place as per Stage 2.

The primary detour route from Main North Road for westbound traffic is via Willcox Avenue or Gloucester Street to reach Prospect Road as per detour plan.

Type B hoarding will be erected over the footpath on Prospect Rd. This hoarding protects pedestrians from adjacent boundary line works and allows the footpath to remain open, however due to footing locations footpath width will be slightly narrowed to 2.2m.

Impacts

There will be a loss of on-street parking on both the northern and southern side of Pulsford Road as indicated. The footpath detour will remain in place as per Stage 1.

There will be one directional traffic flow for east bound traffic only between Prospect Rd and 8 Pulsford Road. Access to carpark at 75 Prospect Road and 1 to 8 Pulsford Road is impacted. There will be no access onto Prospect Road, with vehicles to detour via Old Street.

The primary detour route from Main North Road for westbound traffic is via Willcox Avenue or Gloucester Street to reach Prospect Road.

The secondary detour for west Bound Traffic on Pulsford Road will be detoured via Old Street to Kintore Avenue to access Prospect Road, noting that Labrina Avenue facilitates entry from Prospect Road only.

Footpath and parking lane closure on southern side Pulsford Road directly adjacent the site is proposed, two directional traffic flow to be maintained with parking removal on the northern side for traffic flow.

Impacts

There will be a loss of on-street parking (11 spaces total) on both the northern and southern side of Pulsford Road between Prospect Rd and 8 Pulsford Rd. A footpath detour will need to be put in place, and new pram ramps established as indicated which will require removal of parking.

To mitigate the loss of on-street parking, increased competition for on-street parking from construction, and displacement of parking demand which currently exceeds 88% in this location, Council proposes to implement 2P parking restrictions to encourage parking turnover for adjacent residents and businesses for the duration of construction works.

Upon completion of the basement level in approximately November 2023, the
contractor proposes to open the basement for subcontractor parking to remove the impact
of on street parking demand.
