Temporary Special Use Permits

Temporary Special Use Permits are to address critical, short-term parking challenges specific to temporary situations, such as construction activities- contractor or trades access, critical care, short term medical needs or events. These will be assessed on a case-by-case basis.

Temporary Special Use permits cannot be used to exempt vehicles from No Stopping Restrictions, loading zones, Taxi Zones, Bus Stops, Mobility Permit parking or parking restrictions less than 1P as these are aimed to provide high frequency turnover.

Temporary Special Use Permits can be applied for:

  • Where-by Council sets up a zone due and invites you to apply due to construction work being undertaken in your area.
  • Where-by Council sets up a zone and invites you to apply due to an event or facility that needs to implement regular traffic management.
  • Residents who live adjacent a timed parking restriction over 1P and have a short term need to exceed a parking restriction can apply via Council’s website at least 5 days in advance of the permit being required.
  • Residents who have other short term parking challenges which require a case-by-case consideration such as medical needs.

A Temporary Special Use Permit would generally not be considered necessary where there is access to unrestricted carparking within 200m of a property that has an occupancy rate of 65% or less, and there are not wider circumstances such as an event or construction works which would impact parking occupancy.

BEFORE SUBMITTING YOUR APPLICATION:

PLEASE ENSURE YOU ARE APPLYING AT LEAST 5 WORKING DAYS IN ADVANCE OF DATE YOU REQUIRE THE PERMIT FOR

Applicants need to provide supporting documents- either a copy of their Registration Details Certificate- (this can be downloaded via your SA.gov.au webpage account: https://www.sa.gov.au/mysagov via the link under ‘Your Records’- ‘Download Registration Details Certificate’) or the registration renewal letter.

If your vehicle is registered to a company or another address, please provide either:

  • an insurance policy showing vehicle is garaged at the property
    or
  • a copy of the property lease to confirm you live at the address and the vehicle is registered to you.

An administration fee applies for replacement requests for any lost permits of $15 unless an extenuating circumstance can be evidenced (e.g. police report noting burglary from vehicle/ vehicle written off etc.)

Please send an email to admin@prospect.sa.gov.au with “Parking Permit replacement- your address here” as the subject and attach any supporting documents. You will be invoiced the fee. A replacement permit will be issued upon payment.

You may be expiated if you park exceed parking limits and aren’t displaying a valid permit in alignment with the terms and conditions of the permit.

Temporary Special Use Permits can only exempt you from established parking time restrictions. All other parking restriction changes would require a Traffic Management Plan through a S221 permit.

Council cannot approve use of traffic control devices such as cones without correct approvals in place, and these may be removed. Under the Local Government Act (Section 221), the public must seek approval when undertaking works (including temporary parking controls) on public land. As such, there is a permit system in place for such requests. Without such approvals temporary parking controls are not enforceable.

Please note that there are strict technical requirements under AS1428 for mobility carparks which often means these can’t be established in certain locations due to length, width, gradient and kerb ramp access requirements.

A fee is charged per permit based upon the current years Fees and Charges Register. The permit system is operated on a cost recovery basis. Council provides signage and enforcement for these zones as well as administration support.

An allowance of 1 Temporary Special Use Permit free per year, per property is available where properties are directly adjacent areas where parking time restrictions over 2P apply.

Application fee for Temporary Special Use Permit is $30, unless the implementation of a Temporary Special Use Permit Zone results from S221 permit consultation, Construction Traffic Management (as approved by Council) or other special circumstance such as critical care.

Intent of the fee is to attach a value to the permit to prevent loss or excess applications and ensure that requests received reflect genuine need which can’t be met within the time restriction on the street or within available parking nearby specific to temporary situations.
