Parking Permits

Permits are a tool used in limited extenuating circumstances to address fundamental, local parking conflicts.

Permits exempt the holder from parking restrictions in specified areas and allows the holder the opportunity to park close to their residential property but does not guarantee parking availability. Numbers of permits issued in an area need to consider the local street environment and available legal car park supply to balance parking demand and supply, therefore permit numbers will be assessed on a street-by-street basis to ensure equitable opportunity to access on street carparking.

Council’s Parking Management Policy defines that any parking permit system will be subject to the following Principles:

e. No permit allowance/permission of any kind to be imposed unless a fundamental local parking conflict is identified and verified

f. That in the event such a conflict is identified, any parking permit scheme be limited (in terms of time restriction and spatial scope) to that which may be required to address the conflict in question.

New Residential parking permits will only be considered in accordance with principles (e) and (f) above. Council has some legacy Residential Permit Zones which primarily cater for properties who cannot, due to heritage or other special character constraints establish onsite parking and experience either low parking availability due to narrow streets or high parking demand. No new permits of this kind will be considered other than in accordance with principles (e) and (f) above.

Parking is considered ‘at capacity’ when available spaces are 85% occupied at times of peak demand. An area, or precinct that has a very high level of occupancy could mean that the available parking supply is limited & needs management to accommodate a level of demand.

Parking conflicts are identified by receipt of multiple requests from residents or the community for review or via strategic need, proactive planned review, road safety reviews or audits or implementation of capital projects.

They are verified through parking occupancy surveys being undertaken over time which show that parking occupancy is 'at capacity' (85% occupied at times of peak demand).

Where new parking restrictions are implemented through consultation, and a property is identified which has no access to any off-street parking and is unable to provide off-street parking, and they have reasonably been able to park within the street and not be impacted by parking restrictions previously, a permit zone to exempt the holder from parking restrictions in specified areas that allows the holder the opportunity to park close to their residential property but does not guarantee parking availability may be applied.

The Parking Management Policy provides for two types of permits; Residential Parking Exemptions (permit) and Temporary Special Use Permits. More information is provided below about each permit type.
