City of Prospect challenges proposed developments over parking and safety concerns

9th January 2024

At a Special Council Meeting held on Monday 8 January, Council declared its intent to make submissions to the State Government for two developments within City of Prospect at 143 Devonport Terrace and 472-474 Regency Road.

While supporting the developments in principle, Council strongly opposes them in their current form due to potential adverse effects, emphasising a commitment to a balanced approach for its community.

Acting Chair of the Special Council Meeting, Councillor Mark Standen, conveyed Council's commitment to advocating for the community's best interests.

"Council seeks a balance in our city, harmonising affordable housing, urban infill, suitable parking and preserving open green spaces," said Councillor Standen.

"While we strongly support affordable housing and recognise the potential for positive development, we are equally committed to advocating for our community. We cannot overlook the negative impact these proposed developments pose in their current forms.”

Councillor Standen explained Council's concerns centre on insufficient car parking, proposed access and waste management arrangements, and potential impacts on community safety.

"Council acknowledges the impact of urban infill on our community, especially with this density, lacking adequate onsite parking. This becomes even more significant considering our ongoing investment addressing parking and traffic concerns across our city through an Integrated Transport Plan," stated Councillor Standen.

"Aside from insufficient off-street car parking, the current waste management plans have the potential to negatively affect traffic flow during waste collection," Councillor Standen noted.

Councillor Standen detailed the motion to make submissions to the State Commission Assessment Panel was moved by Councillor Alison De Backer, seconded by Councillor Kristina Barnett and unanimously supported by Council.

"We believe addressing the issues raised can transform these developments into valuable assets for our community," stated Councillor Standen.

"We look forward to constructive discussions with the State Government and developers for a positive outcome for all."
