Payinthi (128 Prospect Road, Prospect), including Council offices, Prospect Library and Newmarch Gallery, will close on Thursday 25 April 2024 for the ANZAC Day Public Holiday.

Calls made to Council on 8269 5355 will be transferred to our after-hours service centre, but our online services will still be available, and items (excluding large toys) can be returned in our after-hours return chute on Prospect Road.

All Council services will resume on Friday 26 April 2024.

Rosary School Development

Current status

After receiving 1 feedback submission in relation to the S221 application, Council has reviewed the feedback and issued a permit with no changes requested to the plans consulted upon.

Next steps

  • Council is planning to install signage proposed within the next 4 weeks.
  • Council will continue to monitor the site throughout the build.

Project background

Council have been working proactively with the contractor and their project team to minimise the impact on the community and with Department of Infrastructure and Transport’s (DIT) Way2Go School travel team to ensure safe continued access to surrounding schools throughout various stages of construction, to the extent this is possible via a Construction Traffic Management Plan for the site.

Specifically, this relates to the extent of their occupation of the road reserve, management of and timing of broader road network access outside of school zone times where possible and maintaining safe pedestrian egress as well as management of parking demands from the site workers with onsite and offsite parking being provided for subcontractors.

Council is also working to review some ancillary changes to support the continued safe operation of the school zones for Rosary School and Prospect Primary during the construction works over the next 12 months. General public access to Staples Court beyond Coles will be dissuaded, with the kiss and drop for the school removed and No Through Road signage improved. Some parking removal is proposed at temporary pram ramp locations as well as a review of existing parking restriction, signage and line marking maintenance.  Further details of these proposed changes is contained with this letter for feedback.

Occupation of the footpath directly adjacent the site is required for construction of a building on the property boundary. Road occupation is limited the to the footing of site fencing. To enable provision of as much loading and parking on site as is possible occupation of the verge between Staples Ct/ Burrage Pl is proposed for site sheds with appropriate site fencing to maintain school access

To ensure continuity and clarity of school access this arrangement will remain the same throughout the entire project.

Whilst pedestrian movement can be accommodated via Staples Ct per scenarios 1-4, preference would be to reduce throughfare where possible and encourage use of other routes especially for school access.

Note: A level of contractor parking and delivery loading is proposed to be facilitated onsite with overflow contractor parking provided at Our Lady Rosary Church.

  • This proposal does not include details regarding construction of a new carpark for Rosary School to be accessed off Burrage Place as demolition associated with this proposal is being undertaken by a different contractor.
  • Residents and Coles access will be facilitated at all times however, will be managed by traffic control as required as indicated on each TMP Scenario Plan.
  • Residents, Rosary School and Prospect Primary School will be provided with notification of specific dates/ times of the above activities.

Note: duration timeframes outlined above are indicative only and may be subject to change.

Council is proposing some temporary parking restriction changes on Staples Ct. Please see the plan for more detail.
