South Australian Government approves Code Amendment for Prospect Lifestyle Precinct
The South Australian Government has approved City of Prospect’s Code Amendment, which rezones an area of land around Prospect Oval to allow for the next stages of the Prospect Lifestyle Precinct to progress.
This will allow City of Prospect to move forward with its Masterplan to revitalise Prospect Oval's green spaces and enhance community facilities, allowing Council to create a vibrant, sustainable and well-planned community for generations to come, and future-proofing much-loved assets.
The Code Amendment establishes the specific planning controls to guide future development heights and boundaries across the site.
The State Government found the Prospect Lifestyle Precinct aligned with its Greater Adelaide Regional Plan, which recognises the precinct around Prospect Oval and Main North Road for its potential to support higher-density, mixed-use development that creates attractive places for people to live and work.
The Code Amendment approval represents the next step in implementing the endorsed Masterplan to deliver the long-term vision for the precinct, which includes rezoning 8.32 hectares of land around Prospect Oval, Prospect Memorial Gardens and commercial properties along Main North Road.
The precinct could accommodate up to 500 apartments and a massive expansion of community facilities alongside retail, food and beverage, commercial office, medical and wellness, and fitness facilities.
Around Prospect Oval, the amendment applies to the Recreation Zone, providing certainty for clubrooms, spectator facilities, multi-purpose sporting buildings and night lighting, while retaining the oval, tennis courts and Memorial Gardens as a green buffer between the taller development and surrounding homes.
The Prospect Lifestyle Precinct will revitalise the area, where many sporting facilities are no longer fully accessible or fit for purpose. It will create a quality health, wellness, fitness, sporting and community precinct to encourage greater usage and appreciation of green space.
The decision follows four dedicated phases of consultation on the Masterplan and draft Code Amendment.
Minister for Housing, Urban Development and Planning Nick Champion said the Prospect Lifestyle Precinct was the kind of well-located, well-serviced development where more homes should be built for South Australians.
“More than just building homes, the City of Prospect is building a community by investing in new amenities and enhancing Prospect Oval as a sporting and community hub that has served generations of South Australians since 1898,” Mr Champion said.
“By building up along key corridors like Main North Road - close to the city, close to transport and close to jobs - we can make a real and lasting impact on housing supply.
“I congratulate the City of Prospect and the local community for the work that has gone into shaping this vision and I look forward to seeing it delivered.”
Mayor Matt Larwood said obtaining Government support was critical to the Prospect Lifestyle Precinct’s success and recognised the immense value it would provide to the community.
“This will allow Council to move forward with the Precinct’s Masterplan, allowing us to progress our vision to deliver modern multi-user facilities which our entire community can use, along with vibrant and welcoming public spaces,” Mayor Larwood said.
“The Masterplan is yet to be finalised, but this will allow us to work with partners, once selected, to create a precinct which will be accessible to so many more people, and will serve our wider community for decades to come.”
Mr Larwood said Council was fully aware that some Precinct neighbours were concerned about traffic and overshadowing. However, he said traffic management plans would ease fears and any new buildings would be sympathetic to the surrounding community, with no greater heights at street level than currently existed, rising only on Main North Road, at the centre of a tiered development.
