Council takes next steps to deliver Prospect Lifestyle Precinct vision

Published 17th December 2025

Council has taken a decisive step towards transforming the city’s health, wellness, and sporting future, voting to progress the statutory requirements for the Prospect Lifestyle Precinct Masterplan.

At last night’s December Council Meeting, Council endorsed two critical pathways: submitting a proposal to the Minister for Local Government to revoke the community land classification for specific underutilised parcels, and endorsing the draft Code Amendment for community consultation.

Mayor of City of Prospect Matt Larwood described the decision as a pivotal moment for addressing the urgent infrastructure upgrades required for Prospect Oval.

“The current facilities surrounding Prospect Oval are tired, non-compliant, and simply not good enough for our community,” Mayor Larwood said.

“This Prospect Lifestyle Precinct is Council’s solution to this problem.”

“By proposing to rezone Prospect Oval, we’re recognising its long-standing and future role as a sporting, recreation, and community facility, and streamlining the delivery of the new multi-use facilities and public spaces outlined in the endorsed Masterplan."

Mayor Larwood emphasised the fiscal responsibility driving the decision.

“We’re pursuing a mixed-use development model to help fund these upgrades without burdening our ratepayers. This is the smart, responsible way to deliver the community assets we need for future generations.”

As part of the draft Code Amendment process, Council will seek to establish specific planning controls to guide future development. This includes a 'wedding cake' design approach to height and density, ensuring the development respects the character of the surrounding neighbourhood.

The proposed concept plan establishes a transition in building height, with lower heights of three storeys adjoining established residences, rising to a maximum of 12 storeys along the Main North Road corridor.

“We understand height is a key topic for our community, in particular the precinct’s neighbours, and we want to be upfront about what this looks like,” Mayor Larwood said.

“The peak height of 12 storeys is expected to apply to only around 10% of the total development footprint.”

“This strategy allows us to generate the necessary revenue to help revitalise the entire precinct, while minimising the impact on our local streets.”

Council’s decision initiates the next step that must occur before any zoning or policy changes can be implemented. The community will now have an opportunity to provide detailed feedback on aspects of the draft Code Amendment, including the proposed concept plan and its designated maximum building heights, when released for consultation in 2026.

“This isn’t the end of the conversation,” Mayor Larwood said.

“We’re committed to getting this right for Prospect, and we encourage our community to stay involved as we move into this next detailed planning phase in early 2026.”
