COVID-19 Recovery Package
City of Prospect is responding to the unprecedented COVID-19 pandemic with a wide range of innovative initiatives for business, citizens and its disadvantaged community members.
Council has assisted community members, businesses and ratepayers through the COVID-19 crisis with two major initiatives:
- Remitting rates for hard hit businesses in addition to waiving some fees and charges for businesses and the community - valued at $500,000
- Prospect Delivers - Delivering meals to our communities vulnerable from our “lockeddown”café and food service sector – valued at $120,000.
Prospect is the only suburban South Australian council to provide targeted rate relief for businesses and provide an innovative meal program to ensure Prospect Delivers to its vulnerable residents. Over a six week period, 4,419 $25 meal vouchers were supplied to 555 individuals who were on Prospect's list of vulnerable residents, generally over the age of 65. Nineteen Prospect cafes and restaurants participated in the program, keeping Prospect’s businesses open.
Prospect COVID-19 Recovery Package
The $620,000 package is in addition to improved hardship provision for all community and business ratepayers to enable deferment of rates.
The waiving and remitting of rates is estimated to be $500,000, with 90% of this financial support to take effect immediately. The key financial support includes:
- Rate Remissions for commercial businesses who have been:
- Forced to close or had their trade modified by Government regulation. These businesses will receive 100% remission for rates in the current quarter.
- Closed/impacted trade due to impact of COVID-19. These businesses will receive 50% remission for rates in the current quarter.
Network Prospect's business meetings shifted gear in response to COVID-19. Prospect has increase online engagement four fold with a Network Prospect online event every two weeks.
The April online event with Sonia Bavistock – Scribe Social- Learn How to Boost your business doubled our usual audience with 110 people.
Village Heart Marketing Fund
While fees for the Village Heart Marketing Fund Separate Rate were waived for the fourth quarter 2019/2020 and first quarter 2020/2021 Council has been developing an rebound and revitalisation campaign for local business. Look out for Discover More on Prospect Road.
Love Living in Prospect
New development in Prospect has resulted in more people living in Prospect being offered a greater variety of housing choice. Exciting new businesses are springing up from bagel shops with great coffee to a French Charcuterie.
Colliers Growth Corridor Report – December 2019
The report found that City of Prospect was on track to deliver 135 apartments per annum of the next three years, resulting in population growth of over 250 residents per annum. Despite the impact of COVID-19 the local property market is still strong.

Development Pipeline in Prospect
Prospect Strategic Sites
To further encourage development Council has developed a comprehensive Strategic Sites program.
Council is seeking to work with property owners, developers and the community to develop Strategic Sites in the Prospect, Urban Corridor Zone (UCZ).
The Program has three principal aims:
- Promote quality urban design outcomes in Prospect
- Develop larger and underutilised sites
- Promote development in Prospect to a wide range of developers and investors.
As such Council is keen to work with developers, State and Commonwealth government and investors to develop these underutilised sites in the City of Prospect.
Prospect Property Network
Prospect Property Network, has held two events to work more closely with the property sector.
In particular the Network will seek to :
- Coordinate investment forums with key stakeholders such as the Defence Teaming Centre and property advocacy groups.
- Develop marketing campaigns for investment attraction including social media.
- Highlight investment opportunities through such initiatives as the Strategic Sites program.

The COVID-19 Support Grant’ is a modified Grants SA initiative that has been released to support not-for-profit organisations continue to provide services to vulnerable and disadvantaged people in South Australia in the current circumstances of the COVID-19 public health emergency. The Australian Government has established a $1 billion COVID-19 Relief and Recovery Fund to support regions, communities and industry sectors that have been disproportionately affected by the Coronavirus crisis. The initiatives announced under the Fund are supporting industries including aviation, agriculture, fisheries, tourism and the arts. HomeBuilder provides eligible owner-occupiers (including first home buyers) with a grant of $25,000 to build a new home or substantially renovate an existing home.
