Urban Corridor Zone Policy Review Development Plan Amendment

In late 2013 the Minister for Planning introduced the Urban Corridor Zone to provide opportunities for new development along the major transport corridors (Churchill Road, Prospect Road & Main North Road).

Since that time, City of Prospect has experienced a rapid rate of new development and some design outcomes that did not meet Council and community expectations.

To address the situation, Council undertook stakeholder engagement, drafting of new planning policy, community and agency consultation and re-drafting of policy for endorsement.

Key policy changes include:

  • Detailing the ‘principles of good design’ and local design priorities
  • More attractive and pedestrian friendly street frontages
  • Development that responds to local context and desired character
  • Increasing landscaping and introduction of ‘deep soil areas’
  • Use of natural and durable materials and finishes
  • Amalgamation of sites to achieve better design outcomes
  • Strengthening visual privacy considerations
  • Decreasing minimum residential density to promote housing diversity (eg town houses) and better site design
  • Increasing zone boundary setbacks for development larger than adjacent development
  • Pulling development to the front of the site and reducing pressures to the side and rear boundaries.
