Road Mainteance

Council's Road Maintenance Programs are based on a 3 stage approach in order to maximise the life span of each street/road, and optimise the total level of expenditure on the road network.

Based on the results of condition assessment, a road surface will be subjected to rejuvenation treatments as a low cost method to extend the life span of the roads surface. After multiple treatments, the road surface will age to a point where rejuvenation will no longer take affect. At this point, we will overlay a new road surface over the old existing surface and begin the cycle of rejuvenation treatments again. Following multiple resurfacing and many years of road use, eventually the road base course will deteriorate to a point where it will require reconstruction and a new road surface. At this point the entire cycle will begin again.

Through this three stage approach, we are able to greatly extend the road lifespan across the City of Prospect’s entire road network and minimise the total road maintenance cost per annum.

We will carry out low cost maintenance of road surface through surface rejuvenation treatments as required to maximize the usable lifespan of a road where possible based on condition assessments. If the surface is beyond rejuvenation treatment repair as per condition assessments, we will resurface the road to further extend its lifespan. If resurfacing the road is not an option due to the failure of the road base based on condition assessments, we will reconstruct the road from the base to the surface.

The following arterial road surfaces are maintained by Department for Transport, Energy & Infrastructure (DTEI).

  • Nottage Terrace
  • Prospect Road
  • Regency Road
  • Torrens Road

Road Rejuvenation Program

One of the major components of an asphalt surface is bitumen. As bitumen ages, progressive chemical changes occur which result in the loss of volatile fractions from the bitumen. Gradual hardening of bitumen follows the natural effects of aging, temperature and oxidation. This renders the bitumen hard and brittle which leads to surface failures and ravelling.

In order to minimise this effect and extend the useful life of the road surface, Rejuvenation of the bitumen is required to increase flexibility and longevity of the surface. Surface enrichment/Rejuvenation is essentially the replacement of bitumen lost due to pavement weathering over time.

Rejuvenation is achieved through the application of appropriate hydrocarbons contained within specifically formulated bitumen emulsions which results in the depositation of the fresh bitumen over the top of the old binder.

The rejuvenation treatment process increases the useful life of the road surface at a fraction of the cost of surface renewal. Flexibility, surface texture and Aesthetics are improved after treatment.

The Infrastructure and Assets Department continually undertake condition assessments to devise appropriate Rejuvenation programs annually to prolong the lifespan of our road network.
