Lodging an Application


Pre-Lodgement Advice

Early in the design process and prior to lodging an application, or before purchase of a property, you are encouraged to contact Council’s Development Services Team for information on the current zoning of the property and the type of development you would like to propose. This information can assist you when working with your architect, building designer or builder to ensure that the proposal is consistent with the relevant provisions of Council’s Development Plan.

While Council staff can’t confirm whether or not a proposal would be approved, if you incorporate the preliminary advice and information into your proposal, your application will have the best chance of success.

What Information Is Required For An Application?

The amount of information and level of detail required for an application to Council will vary depending on the type of proposal. After the receipt and initial review of your application, Council will contact you requesting any additional information that is required to undertake the assessment.

For Planning Consent
Three copies of the following details may be required:
•    Written description of the proposal (if applicable).
•    Site plan showing the outline of all existing structures and proposed structures, including retaining walls.
•    Floor plans (1:100 scale).
•    Elevations of existing and proposed buildings showing materials, finishes and colours.
•    Survey plans showing location of existing structures and distance from boundaries.

For Building Rules Consent
Three copies of the following may be required:
•    Complete working drawings (1:100 scale) showing site plan, floor plan, roof plans, plans, elevations, sections and details of construction.
•    Footing report including soil report, footing and floor layout, engineer’s calculations.
•    Structural details including floor, roof and wall framing.
•    Manufacturer's specifications for trusses or other proprietary systems.
•    Specifications of all materials and finishes.
•    Wet area details.
•    Builders’ Indemnity insurance for domestic builders if building costs exceed $12,000.
•    Confirmation of payment of the Construction Industry Training Board Levy for development with a cost exceeding $15,000.

What Fees Are Payable?

Fees for development applications are based on the cost of the building work (including GST) and the size (floor area) and type (class) of the building that is proposed to be constructed. The fees are detailed on the development application form and will will be calculated when you lodge your application with Council.

Fees received by Council for development applications cover only a small portion of the costs associated with administering Council’s responsibilities under the Development Act. As such, development assessment fees are already subsidised by Council and are not usually waived or reduced.

In the interest of supporting the adoption of alternative power, however, Council has decided that no fees are payable on applications for solar panels.
