City of Prospect's Planning and Building Department is a small and enthusiastic team, with in excess of 30 years' experience in local government and an in-depth knowledge of the Prospect (City) Development Plan. The Department comprises a Principal Planner, Policy Planner, Planning Officer, Building Officer and an Administration Officer, each of whom have extensive experience in local issues.

The primary function of the team is regulatory in nature, ensuring that development applications are progressed quickly and that development generally accords with the provisions of the Development Plan.

Additionally, the Department is able to provide preliminary advice on proposals to prospective applicants. This collaborative approach at the initial planning and design stage ensures that business investment in the City is appropriately focussed and provides developers with an insight into the intricacies of the Development Plan, which generally results in a smooth assessment process.

Council's Development Plan, which is available for viewing via this website, provides a backbone for economic development within the City. This document focuses commercial and retail development in appropriate localities, so as to provide a range of services to the local and wider community. More detailed policies relating to these forms of development also help to preserve the amenity of the City's residential and commercial areas, ensuring that these areas remain highly valued for their heritage and character.

Footpath Trading

City of Prospect supports and encourages Footpath Trading.

The Footpath Trading Policy (the Policy) encourages and regulates commercial and non-commercial activity occurring on Council footpaths and roadways. The Policy sets out Council’s position with regard to footpath trading across the City of Prospect and provides a framework within which applications for footpath trading can be assessed, annual licences issued and footpath trading areas managed.
